Allow Admin to Read Judge Notes

IDK if this already exists but it would be helpful for the people doing judging deliberation to be able to read the admin notes.

Pre-existing Issue or Justification

It doesn't make sense to let them write notes if no one is going to be able to see it to make a final decision.

Yeah I think the original design here is that the notes are private for judges to just jot things down for them to remember what they liked or what stood out about each project. We can definitely change it if you feel like it would benefit the organizers doing deliberation.

There is a bit of design nuance in how it's shown to admin users as we currently only have a summary of scores for the projects.
