Some of the mocking issues I'm temporarily addressing in #1006 but we'll need to revisit the value of Repeatability once all the optimization PRs are in:

• terraform/module: Avoid running a job if nothing has changed #1002
• terraform/module: Introduce new job to parse provider versions from lock file #992
• decoder: Pick core schema only based on required_version constraint #993
