Hi there,

According to OpenStack provider code, cacert_file option or OS_CACERT env variable can be used to provide a specific CA file but is not documented in associated documentation.

It's a follow-up to CA support for OpenStack provider

This patch fixes hashicorp#6237 by documenting how to provide a custom CA with
OpenStack provider:
 * Using OS_CACERT environment variable, if available
 * Using cacert_file provider parameter, if configured
