add Tx simulate method that accepts state override #7892

follow on from #7801

Fixed Issue(s)

see #5788 - this will allow overrides to be implemented in plugin also

Locally, you can run these tests to catch failures early:

  • unit tests: ./gradlew build
  • acceptance tests: ./gradlew acceptanceTest
  • integration tests: ./gradlew integrationTest
  • reference tests: ./gradlew ethereum:referenceTests:referenceTests

… accepts this param
