Ladder net ids cannot be found on client, always 65532

Repro Steps:

1. Download fresh files from GitHub releases
2. Install on server
3. Go in-game and use /ladder
4. Client console error from here, reports network id 65532 could not be found
5. Restart resource on-the-fly
6. Use /ladder, ladder spawns nil issues

Repro Env

• Tested on linux docker host: Issue present
• Tested on localhost Win11 host: Issue NOT present
• Tested on live Windows RDP host: Issue present (see Ladders-Reborn on Windows: Could not request network ID 65534 because it does not exist #11)
• Tested on Dedicated Linux Ubuntu 18.04 server (see Ladder net ids cannot be found on client, always 65532 #9 (comment)): Issue present

Confirmation of the issue on actual Windows servers would be appreciated

Can confirm I have this issue also. Dedicated Linux Ubuntu 18.04 server.
