The new feature to load a database configuration from the command line will benefit from having continuous query definition. This way someone can set up their databases, retention policies, and downsampling rules all in one go when the setup InfluxDB.
It'll have the added benefit of giving us an easy way to show people a decent default configuration.

Fix#791 - Removed load database config options from the daemon. Created an API endpoint and updated test.
