Analyse (and hopefully reduce) dependencies on Pallas

My original plan was that we should limit dependencies on Pallas to things that actually use their functionality - e.g. networking, unpacking codecs. It seems it's spread its tentacles a bit further than that - see:

I'd like to check if these dependencies are actually needed, and if so, whether we can reduce them.
