why

We have a new statistician from Ministry of Justice that needed to access our platform. The Statistician needed an administrative access to access our platform. We need an exceptions in our code to allow the statistician to access our platform using justice.gov.uk email address

Details of the statistician email address has been provided via slack.

As a super admin l want to give an administrative access to the new statistician so that they can access our platform.
