Is your feature request related to a problem? Please describe.
As an admin I would like to be prevented from progressing an application with unresolved issues to Handover.
The JAC should not handover candidates with unresolved character and eligibility issues.
Describe the solution you'd like
If I try to progress an individual application flagged as having issues, or a multi-selection where one or more application has issues, to Handover then a warning message should appear. This should NOT allow me to proceed any further and I will need to cancel or amend my selection.
