fix: pin windowsservercore-ltsc2019 to April 2024 release

This PR applies the same fix as the docker-agent one:

• hotfix(Windows Server Core LTSC2019) pin 2019 images to April version docker-agent#816

To be removed when microsoft/Windows-Containers#493 is resolved.
