Fix 1.5 and 1.4 where tests are run before the webhook is actually ready #72
Description
While releasing 1.6.1-gcm.0 (#71), Dinesh reported an issue with the older versions:
The latest submitted draft is reviewed and observed that the latest version ('1.6') of your listing is passing verification.
For previous versions ('1.5', '1.4'), I see that the test pod is failing at our verification service (see the logs in the attached screenshot for your reference).
The screenshot indicates that there is no endpoints available for the webhook service, which is an indication that the webhook is not ready yet (by "ready" I mean that the apiserver can process cert-manager.io APIs)
Steps:
- cherry-pick 3a965a0 into release-1.5
- Submit 1.5.4-gcm.1 (previous: 1.5.4-gcm.0)
