Submit the jupyterhub helm chart to the Kubernetes incubator

Based on recent discussions about the project, it would be great to consider if we would like to submit the JupyterHub chart to the Kubernetes chart incubator. @yuvipanda Have you given any thought to doing this? No pressure but may be a nice recognition of the work that you and others have done.

I have some unresolved questions about the maintainership models present in the kubernetes/charts repo beforew we can consider this. I had opened an issue there - helm/charts#3434 listing them out, and think we need movement on that before we can reconsider this :)
