Submit the jupyterhub helm chart to the Kubernetes incubator #556

I have some unresolved questions about the maintainership models present in
the kubernetes/charts repo beforew we can consider this. I had opened an
issue there - helm/charts#3434 listing them
out, and think we need movement on that before we can reconsider this :)
