Adding `OmegaConf` to configuration handling
This milestone is one of the milestones used to track and link the work done on the configuration overhaul following from #891. A large part of the work will be user research to inform our decisions.
The milestone will be completed when the new OmegaConfLoader is released along with documentation and some other features that make use of omegaconf.
