What this PR does / why we need it:

This PR cherry-picks the following PRs:

• openstack-terraform: open nodeports SG (openstack-terraform: open nodeports SG #1530)
• gce-terraform: Open GCE nodeports (gce-terraform: Open GCE nodeports #1529)
• azure-terraform: allow nodeports (azure-terraform: allow nodeports #1528)
• Bump Hetzner Cloud CCM to latest version (Bump Hetzner Cloud CCM to v1.12.0 version #1583)

Does this PR introduce a user-facing change?:

Edit selinux config file only if file exists
openstack-terraform: open nodeports SG
gce-terraform: Open GCE nodeports
azure-terraform: open azure nodeports in firewall
azure-terraform: default VM type is changed to Standard_F2
Update Hetzner Cloud Controller Manager to v1.12.0
