What this PR does / why we need it:
After working on #1817, I realised I was too lenient in the initial PR, allowing Kubernetes 1.19 which will not be supported by kubeone 1.4 according to the docs. This PR raises the bar to minimum Kubernetes 1.20, and removes the e2e tests that were still running with 1.19. Not sure you want this, but I thought I raise it.
