Remove --kube-root deprecated kind argument

What this PR does / why we need it:

The --kube-root flag has been deprecated in kind for some time and will be removed. The current equivalent functionality is to pass the path to the kubernetes source as the first non-flag argument to build node-image.

This updates the prow script to use the newer preferred method in preparation for kind dropping the flag.

I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Thanks for the PR, the integration test is currently failing and it'd prevent merging this PR, I haven't had the time to continue debugging #348 but once that one is merged we can merge this one.

release-tools comes from https://github.com/kubernetes-csi/csi-release-tools so this change should go that project to then adopt it in this repo.

Thanks @mauriciopoppe - I didn't realize the source at first, but I have submitted kubernetes-csi/csi-release-tools#259 to do the update there. It looks like there are also unrelated test failures, but hopefully that can be resolved soon.
