Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

I think we may have to roll this back actually, because it's not running the tests but the tests are still showing up as required, e.g. in PR #5346. The test will need to be skipped but should not be required for docs-only changes and should be required for all other PRs.
