Moving the release process from a github issue to markdown in the repo #7125

So that all contributors are aware of the release process, we are moving the release issue where it is documented to here inside the repo.

What this PR does / why we need it:

Adds the release process to markdown in the repo, not in a closed issue

Types of changes

Update to docs

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)

Documents this process in this issue

How Has This Been Tested?

Update the release documentation, no new code or functionality needs testing

Hi @strongjz. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.
