What would you like to be added:

Enable Release Managers to administer publishing-bot.
This is an umbrella issue for onboarding Release Managers to the publishing-bot code/infra.

We'll add things to it as we do discovery.

Why is this needed:

https://github.com/kubernetes/publishing-bot is a Release Engineering subproject and a critical part of our release pipeline, so the team needs to be able to support it alongside the existing @kubernetes/publishing-bot-reviewers.
