Migrate kubernetes merge-blocking scalability presubmits to k8s-infra #19058

Followup to #19049 which proved migration is possible (ref: kubernetes/k8s.io#851 (comment))

Part of #18550

See commits for more details

The scalability-project pool projects in k8s-infra-prow-build have
sufficient quota to be able to run this, so move away from using a
separate scalability-presubmit-project pool

Also:
- move the release-branch variants of this job
- move the correctness variant of this job
- remove the canary variant of this job

@spiffxp: Updated the job-config configmap in namespace default at cluster default using the following files:

  • key 1.16.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.16.yaml
  • key 1.17.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.17.yaml
  • key 1.18.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.18.yaml
  • key 1.19.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.19.yaml
  • key sig-scalability-presubmit-jobs.yaml using file config/jobs/kubernetes/sig-scalability/sig-scalability-presubmit-jobs.yaml
