Enable new log dumping mechanism for all scalability jobs

Yesterday the mechanism was successfully enabled in #19710 for 1.16-1.19 periodic jobs (peeked into those jobs - they are green and the logs got exported successfully). This PR additionally turns it on for scalability presubmit jobs.

@tosi3k: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

• key sig-scalability-presets.yaml using file config/jobs/kubernetes/sig-scalability/sig-scalability-presets.yaml
