Update config.toml for bengali language

Hello @rajibmitra, thanks for starting this localisation effort!

It would be great to include all the minimum-required-content in this Pull Request to get things started:

• Modify the site configuration
• Add a new localization directory
• Add a localized README
• Setting up the OWNERS files

Also you will need to make a PR in cncf/foundation

• Localize the Community Code of Conduct

You can use #13543, #13822 or #12548 as reference.
