bplan statement-form is no longer formatting the paragraphs

expected behaviour: since a few months ago, if somebodys sends an statement, the paragraphs that you inserted in the text box in your statement were also saved and included in the e-mail that was sent to the clerk
behaviour: The text of the statement in the email is completely without paragraphs and therefore much more difficult to read

Until a few months ago, the paragraphs from the text box were still taken over and the email looked like this:

There was actually a line break between the "Test", but this has now been removed and not displayed in the email

This probably broke with #4805
@CarolingerSeilchenspringer should this be included in the release milestone or is it enough to fix with the next release?
