device/telemetry: check for unset metrics publisher key on start up and log clearer error message for the scenario

When the telemetry agent starts up, it should check for the unset metrics publisher key (the CLI defaults it to the device owner pubkey #1423), and fail out early with clear error message so let the contributor/operator know they need to configure it onchain.
