As is hopefully explained by the comment, this ignores events that don't actually appear in the room when fixing notification counts. This was causing old rooms that had edits or reactions in them to gain notification counts for events that had already been read. The ideal fix here is for us to have an easy way of knowing what thread an event is in without having to fetch its parent.

Test committed separately to demonstrate it failing before.
