Test and typing maintenance #145

This PR includes several smaller changes to tests and typing.

Suppress PyRight error report. Technically this is MyPy not being up to the typing spec, but this workaround keeps both working.
- closes [Bug]: Typing inconsistency between PyRight and myPy #142
Updated context manager type hints to indicate if the context may suppress exceptions.
- closes [Typing]: Correct typing for suppressing/forwarding contexts #143
Preparations for Py3.13.
- closes [Bug]: unittests/test_functools_lru.py::test_method_discard failures with Python 3.13.0b2 #144
