[Designer] Web Chat now supports Adaptive Cards schema 1.3

In Adaptive Cards Designer, when using Web Chat, it should say Web Chat only support up to 1.3.

Starting from Web Chat 4.12.0, it supports schema 1.3, link to CHANGELOG.md.

Update Adaptive Cards Designer, enabling schema 1.3 for Web Chat.
