Disable push job from js-release.yml to be able to continue package release

Changes added to pack
ObjectModelUWP nuget as well as adding a dependency for theRendereronObjectModelwere not propagated from #6576 to the main. This PR fixes it.Microsoft Reviewers: Open in CodeFlow
