[ci] allow ubuntu-latest to float for some GitHub Actions jobs #5644

Follow-up to #5288.
Contributes to #5638.

In #5288, I replaced most uses of VM image ubuntu-latest in GitHub actions configs with ubuntu:22.04, because of confusing communication from GitHub about how they were rolling out the update for ubuntu-latest (#5288 (comment)).

I think I was a bit over-aggressive with the search-and-replace for that 😅

For jobs that are just running containers or those all-successful jobs, it's fine to let ubuntu-latest float. This PR proposes doing that, so those configs don't have to be changed again in the future whenever ubuntu-22.04 is retired on GitHub Actions.
