GetCopyToOutputDirectoryItemsGraphPredictor: Add support for MSBuildCopyContentTransitively
When the predictor was originally written, #4677 had not yet been fixed. Well it has now (for some time now!), so the predictor needs to be updated for the new behavior, especially since it's now the default behavior.
