update to cswinrt 1.2.1 and .NET 5.0.5 #715

We're recommending to users moving up to .NET 5.0.5 which just released (equal to 5.0.202 in VS 16.9.3). WinUI is making this change, along with cswinrt 1.2.1, so MRTCore should be consistent.
