Publish dist folder that got removed due to node 16 upgrade #27764

Previous Behavior

As part of node 16 upgrade, the dist folder is not getting published anymore. This started happening since version 5.16.23.
As a result, the unified react-charting.js file is not getting generated and has a potential to break our users.

New Behavior

Added dist folder to npignore so that the generated dist folder gets published to the npm feed.
Follows #27745
