feat(html-report): Keep query when clicking project filter and right click

Implements points:

6. Keep my query when clicking project filter
7. Ctrl + click should also work with project labels (and not open new tab)

Note: This work was started in #35400, since then relevant code has been touched.
Including #36557, which escapes all tokens (not with encodeURIComponent, but not sure if we want/need this).
