Deploy Monarch-app from a separate project nested underneath the top level Monarch Initiative

Because monarchinitiative.org is transforming to highlight resources across the Monarch world, @kevinschaper has identified that it makes more sense to reconfigure and make the Monarch KG search/explore it's own app nested underneath the top level Monarch Initiative.

In preparation for our new UI developer, @ptgolden is working under direction of @kevinschaper to deploy a new repo to house only the monarchinitiative.org website, without the KG integrated. This skeleton will be given to our new UI person to design and play without needing to worry about the monthly KG/KG-app release schedule. It is a first step in making the split to two workflows/sites.
