Update packages and translations

This is a complete synchronization in the way we always do this, and it makes sure the other Babel packages are also in sync. I'm also running into the mentioned issue locally now on Arch Linux given that Node.js got updated to version 20.6. Since it's preventing all Gulp commands from running and therefore completely breaks the local development workflow, I'm doing the updates now to enable working on other issues again.

Fixes #16922.
Supersedes #16923.
