There isn't actually a v0.2.0 of the spec yet. From IRC on 2015-11-30:

13:23 < crosbymichael> we bumped the spec to 0.2.0 but didn't tag the git repo
…
13:24 < vbatts> we bumped the spec to 0.2.0 to trail up to it
13:24 < vbatts> for now, rather than having a -dev or -git suffix

More broadly, see opencontainers/runc#405 for some discussion of whether/how runC will support multiple spec versions in a single binary. I expect ocitools will follow a similar approach to whatever runC uses.
