Description

Update azure-pipelines.yml to latest vmImage

Motivation and Context

Gets ready for MS dropping VS2017.

How Has This Been Tested?

If it builds without warning, it is ok.

Probably an issue with the extension install from nf-tools. It states that it installed VS2017, rather than VS2019 as required by this image.
