I am unsure if rules_boost can still exist in a bzlmod context. At least somehow the "real" Boost libraries have to be fetched and extended with the boost.BUILD file. For me, it looks like this can only happen in a bazel-registry. Maybe rules_boost have to become some kind of boost bazel registry... still investigating... hints/ideas welcome!
