I just merged the changes made on PRs #13963 #13961 #13964

To address the security issues at @nestjs/core, @nestjs/platform-express and @nestjs/platform-fastify packages without introducing any breaking change

• closes body-parser npm audit high vulnerability #13959

• closes Vulnerability in Express < 4.20.0 #13960

• closes path-to-regexp npm audit high vulnerable #13955

• closes chore(deps): bump path-to-regexp from 3.2.0 to 3.3.0 in /packages/core #13965
