Proposed functionality

Add "create" buttons to the navigation menu next to all device and virtual machines components, so that users can navigate directly to their respective "create" views.

This was previously not practical as there was no good mechanism to efficiently select the desired parent object, however #10054 solves that.

Use case

Allows a user to create a device or VM component without having to first navigate to the parent object view, and eliminates potential confusion regarding the "missing" buttons.
