Upon deploying the Release 2.8 code to Dev, there are missing navigation bars, missing page footers, etc. This does not occur in the local Dev environment.

Try turning on a debug setting for templates. (see #681)

Add a comment referring to the issue next to the setting. (see #681)

Leaving template debug mode on solves the problem and
does not have an apparent effect on page speed. In
testing, no template errors have been observed on any
of the pages.

The toolbar never did appear in Dev, even with this
set to True (verified the setting value in the shell
on Heroku). It did appear locally.

The pages appear to be rendering correctly in Dev now, with no more missing navigation items or sections. For further details, see commits e4fc4b4 and 77d0f5d above.
