This is a follow-up to #5027 as it is a related issue.

Just like the actions menu used to not show in fullscreen, the Viewer doesn’t show so images do not open.

The viewer does not allow to set the container for the modal, so this needs to be fixed first in the viewer (similar case as the file picker dialog).
