Looks like it's in conflict with --report's OOM/Fatal error handler, we should move the stack generation of that into a helper to avoid hitting it twice. |

It was using Isolate::GetCurrent() which DCHECK on nullptr, even though what we wanted was to return early if it is nullptr. I believe the abort tests are not run in the Windows CI because our test runner is written in python and it uses resource.RLIMIT_CORE
to disable core file, which isn't available on Windows.

From a look of the docs, I am guessing we can use __FUNCSIG__
as a replacement on Windows https://learn.microsoft.com/en-us/cpp/preprocessor/predefined-macros?view=msvc-170 (or we can wait for the clangcl on Windows switch and it'll just work..)
