RST specification for command-buffer experimental feature #583
Description
PR #560 introduced the command-buffer experimental feature with YAML changes and generated API.
A RST specification for the extension was not included in that PR however, which is required by the Contributors Guide.
This ticket is to write the scripts/core/EXP-COMMAND-BUFFER.rst specification
