Expected Behavior
OPA users should be able to compare k8s defined CPU and memory directly without converting. https://kubernetes.io/docs/tasks/configure-pod-container/assign-cpu-resource/#cpu-units

Memory in k8s can reach E, P, T, G, M, K. While we already have utils.parse_unit, it can not parse all units, e.g., EB. We also want some builtin to compare two memory sizes with units. units.compare_memory("1024K", "1M"), etc.
Similarly, for CPU, we have units.compare_cpu("0.1", "1 m")
To achieve this, this proposal plans to vendor https://github.com/kubernetes/apimachinery/blob/master/pkg/api/resource/quantity.go which is used by k8s itself to handle resource sizes.
Actual Behavior
units.parse_byte() is not sufficient.
