As reported in open-rmf/rmf_ros2#315 the simulated lifts make a lot of noise (terminal printout) since some recent updates to lift request behavior. There is no issue with the functionality, but the excessive printouts may be confusing or distracting for users. This PR eliminates the excess noise for any lifts that are not being actively used.
There will still be periodic terminal output while a lift is being used by a robot, but that's less likely to cause concern for users.
