Update core and component dependencies #45

This updates github.com/open-telemetry/opentelemetry-collector
and all local dependencies to corresponding latest commits.

We are still in Alpha phase and it is important for us to keep
this contrib repository up-to-date with core Collector repository.

Once we do 1.0 release we will likely switch to more conservative
dependency updating which honours semver and updates only to
officially released versions of core.

This updates github.com/open-telemetry/opentelemetry-collector
and all local dependencies to corresponding latest commits.

This change add an optional memory ballast to help with ease GC pressure
in high thoughput scenarios

- Added new CLI flag called `--mem-ballast-size-mib` which represents
the size of memory ballast to use in MiB. Omitting the value or setting
it to zero does not set the ballast.

- Updated process telemetry code to account for the ballast and report
memory usage statistics after subtracting the ballast size. I'm not sure
if this makes sense in every scenario. If not, we can add another flag
to disable the behaviour. Another option is to add one more metric that
just exports the memory ballast size as a static number and then let
metric consumers to adjust the numbers.

    These are handled by the statsd package.
    OpenTelemetry docs are confusing and the default configuration (disabled)
    is different from the one returned by "GetDefault..." functions

    * Report p00 and p100 as `.min` and `.max`
    This is more similar to what we do for our own non-additive type

    * Keep hostname if it has not been overridden

It is not being used as of now until the OTLP metrics format
