Remove "husky"

The husky tool is used to force installation of a git pre-commit hook for everyone who checks out this repo. The hook was running npm run lint on every commit. This can cause issues (you won't be able to commit) when npm is not always in your system path, and is generally unnecessary given that editors like VS Code will lint your code as you type, and GitHub CI will check it again when you push.

Per @arbrandes:

this was a historical experiment, and it's fine to get rid of it. We have better tools, now.
