feat: filter out soft-deleted containers by default on get_containers [FC-00083]

Description

This PR adds the include_deleted parameter to get_containers api and filter out soft-deleted containers by default

Additional Information

• Related to Deleted Units re-appear as empty cards during reindex_studio frontend-app-authoring#1870

Testing Instructions

• Check that the automated tests cover the added feature
• Check fix: update openedx-learning to fix a bug where deleted containers were returned on the get_containers API method [FC-0083] edx-platform#36630
