Description

Coming from main PR #3708
#3795
This fixes the bugs fixes the following error

Created issue #1519
Applying labels 'v2.10.0'
Error: Resource not accessible by integration

Notice the error is thrown to add the label for the created release issue, following the documentation https://github.com/peter-evans/create-issue-from-file the labels should be added as A comma or newline-separated list of labels.
